THE SEARCH FOR RATIONALITY IN THE OTTOMAN MANAGEMENT SYSTEM: “LEGISLATIVE PROCESS” AS A FRAMEWORK

Today, the number of people who advocate that Ottoman-Turkish modernization producesneopatrimonialism is considerably high. The patrimonial management style of the Ottoman is shown as a reference tothe proposed opinion. On the other hand, some thinkers say that rationality is dominant in Ottoman management.This study aims to reveal the character of the Ottoman management system with an objective approach. For this, theconcepts and categories in Weber's sociology followed. Explanations made within the framework of ‘rationallegislative activities’ are among the essential rational management indicators. According to the findings, it is possibleto argue that the Ottoman management system was not patrimonial.
