Kentsel planlama sürecinde oluşan kamusal rantın vergilendirilmesi
Abstract
Kamusal bir zenginlik olan toprağın, elde ettiği gelir bakımından, üretim faktörleri arasında ayrı bir önemi bulunmaktadır. Oluşan değer artışı (rant) gelirinden bütçeye pay verilip verilmeyeceği, toplumun refah düzeyi açısından önemlidir. Kentsel planlama ile yaşanılan alanların iyileştirilmesine çalışılmaktadır. Bu nedenle ortaya çıkan toprak rantının da belirli kişilere sağlanması yerine, vergilendirilerek toplumda yeniden dağıtılması gerekir. Ülkemizde değeri artan gayrimenkullerin satışından elde edilen gelirlerin vergilendirilmesine ilişkin mevcut yasal düzenlemelerde bazı değişiklikler yapılması planlanmaktadır. Çalışmamızda, rant ve kentsel rant kavramları ile kentsel planlama sonucunda oluşan gelirlerin vergilendirilme gereği ortaya konulmaya çalışılacak, bazı ülkelerdeki toprak rantının vergilendirilmesi örnekleri verilerek, rantların vergilendirilmesi konusu karşılaştırılmalı olarak irdelenecektir. Land as public wealth holds importance among the factors of production in terms of supplying revenue. It is quite siginificant whether the revenue of increase in value (rent) will get its share of the budget or not in terms of the wealth for public. Living spaces are tried to be improved through urban planing. Therefore, it is more sensible to distribute the land rent among the community by taxation instead of leaving it in the hand of a particular group of people. In our country, several changes are intented to be made in existing legal arrangements regarding the taxation of the revenue derived from the sale of properties with increasing values. In our study, we will try to display the conceptions of rent and urban rent in addition to the need for taxation of the revenues resulting from urban planning. Moreover, we will exemplify cases of the taxation on lend rent in some countries and comperatively explicate the subject of taxation on rents.
