KLR “Mutlak Sinyal” Yaklaşımına Göre Türkiye Ekonomisine İlişkin Kriz Öngörüsü
Abstract
Kaminsky, Lizondo ve Reinhart (KLR) tarafından 1998 yılında geliştirilen bu çalışmada
kısaca “KLR Sinyal” yaklaşımı olarak ifade edilen yaklaşımın, 1990’lı yıllardan
itibaren finansal krizlerin yaygınlaşması neticesinde, ülkelere ve zamana
göre farklılık gösteren çok sayıda çalışmada uygulandığı ve yeterince iyi bilindiği
söylenebilmektedir. Bu çalışmada “KLR Sinyal” yaklaşımından bir açıdan farklı
olan ve KLR “Mutlak Sinyal” yaklaşımı olarak isimlendirilen yeni bir yaklaşım
geliştirilmiştir. “KLR Sinyal” yaklaşımında kriz döneminden 24 ay öncesinde krizi
önceleyen herhangi bir sinyal, doğru sinyalin ölçütüdür. “Mutlak Sinyal” yaklaşımında
ise, kriz dönemi olarak belirlenen yıl ve ayın, 24 ay öncesindeki tam olarak
aynı ay için alınan sinyal dikkate alınmakta, diğer sinyaller göz ardı edilmektedir.
Bu noktada diğer çalışmalarda iyi performans göstermiş göstergelere çalışmada
çoğunlukla yer vererek ve bu göstergeleri nispeten daha katı bir teste tabi
tutarak, performanslarının değerlendirilmesi amaçlanmıştır. Çalışmada göstergelere
ilişkin 2004:01-2015:12 dönemine ait aylık verilerden yararlanarak uygulanan
analiz sonucunda; Türkiye ekonomisinin ileriki yıllarda kriz ile karşılaşma
ihtimalinin; hem Bileşik Öncü Gösterge Endeksi sonuçlarına göre hem de “Mutlak
Sinyal” yaklaşımı açısından reel efektif döviz kuru ve sanayi üretim endeksinin,
“KLR Sinyal” yaklaşımı açısından ise, reel efektif döviz kuru, sanayi üretim
endeksi ve rezerv yeterliliğinin sinyallerine göre var olduğu söylenebilir. The approach developed by Kaminsky, Lizondo and Reinhart (KLR) in 1998 denoted
shortly as “KLR Signal” approach in this study has been applied in various
studies for a number of countries and time periods and has been sufficiently well
known as a result of proliferation of financial crisis from the ‘90s. In this study, a
new approach differing from “KLR Signal” approach by one aspect and named as
KLR “Absolute Signal” approach has been developed. In “KLR Signal” approach,
any signal within 24 months preceding the crisis is the criteria for the right signal.
In “Absolute Signal” approach, the signal received for the exact month and year
24 months before the month and year specified as crisis period has been considered,
the rest of the signals have been neglected. In this respect, we have aimed
at evaluating performances of indicators considering mostly the indicators
which have performed well in preceding studies and subjecting these indicators
to a relatively more strict test. In the study, as a result of the applied analysis to
monthly data for the 2004:01-2015:12 period, we say that there is a possibility
that Turkish economy may encounter a crisis in the following years according to
both the results of the Composite Index of Leading Indicators and the signals of
real effective exchange rate and industrial production index in terms of “Absolute
Signal” approach and the signals of real effective exchange rate, industrial production
index and reserve sufficiency in terms of “KLR Signal” approach.
